Part three of a five part co-series with cartoonist Ed McNally about spending time in Swat, a unique state in the western region of Pakistan. Peter discussed the strange economic systems, both past and present, with Chief Secretary of Swat, Mr. Ataullah. The former economic system determined land allocation through a state lottery. All properties were put into a pot and those having their numbers drawn earlier received the best properties. The current system is based on some industrial development and some tax collection. Desbarats seems to believe that issues are being pushed aside. Mr. Ataullah kept asking Peter “More coffee?” in order to change the subject when he was prodded into giving full explanations or further details.
